At the contested omnibus hearing, a Dakota County judge granted Ryan’s motion to dismiss all felony charges based on Ryan’s Florence probable cause hearing. Ryan cross-examined the investigating police officers and produced witnesses that convinced a very conservative Dakota County judge to rule that it was not fair or reasonable to make his client face charges at trial.
